Tickets for the World Cup final this summer are already changing hands on the internet for £1,200 each.
Organisers had hoped a strict policy of printing buyers' names on tickets would prevent a black market free-for all.
But six months before the tournament kicks off tickets are already attracting huge bids on the auction website eBay.
In one still to be completed sale a fan bid £3,600 for three tickets to the final in Berlin on July 9.
The tickets have a face value of £413 each.
Bidding for a pair of semi-final tickets - with a face value of £248 each - has already reached £1,420.
The reselling of World Cup tickets has raised security concerns for tournament organisers.
But they say they remain confident of keeping out known hooligans.
They are warning fans not to buy tickets on the black market as they will be void.
Supporters will be required to bring ID to games to prove they are the person named on the ticket.
:: Brazil are the favourites to win the tournament followed by England, Argentina and hosts Germany.
