I think Carwin definitely fits into the second spot over Velasquez. Yes, he lost to Lesnar, but he always almost beat Lesnar and came the closest to doing so. Plus, the dude has 12 first round knockouts, that's insane, and two of those are over Frank Mir and Gabriel Gonzaga, which are big wins, especially Mir. I think the top two should remain as they are, with Velasquez before Fedor.
