Cesaro needs a big push before he can even be consifered.
Kofi has blown every chance he's had... not to mention there STILL has yet to be a black WWE champion, so the WHC MITB would be his only shot.
Sandow is also not even close to being ready, IMO.
Now, my picks.
Cody Rhodes - Long overdue, has paid his dues and endured his share of bullshit.
Ted DiBiase - Probably a long shot, but he's also paid his dues and dealt with more than his share of bs.
Fandango - If he stays as over as he was on April 8, he'll definitely be in the running. Guy kicks ass in the ring, too.

Randy Orton
Daniel Bryan
Ryback
Any member of the Shield.

Fandango is entertaining .The pop he got after the beatdown he took was awesome . So him .
Ryback most likely Or the Rock .as a part timer he could carry the case and not worry about looking like he was just handed a shot again .

The Shield in its entirety...imagine Cena vs. The Shield and after winning, The Shield keeps the title within their members until Summerslam where there's a fatal 6-way match with the winner takes it all

yep...would be a novum and we all know, nothing is impossible in WWE. The idea is, that within Nexus, Evolution, Legacy etc. there was always one top tier that held the title - The Shield is an equal unity, so that would be at least interesting to see a storyline like that - at least for me...

I could see holding all the titles, but holding one title just sounds gimmicky.
