TNA was in negotiations with Baltimore Raven all-pro linebacker Ray Lewis to face Frank Wycheck at the 6/17 TNA Slammiversay PPV.
Lewis agreed to do the match, but called TNA back to inform them that the NFL team wouldn't allow him to work the match.
In 2001, Lewis had agreed to face Triple H at the Wrestlemania at the Astrodome in Houston, but Lewis pulled out.
I dont know if these things are nescesarry but this seemed to be a local thing to get the card sales up so that could work.
