I need help with file types

What the hell program opens a .m1 file? When I downloaded it, the site said to change the file type to .rar but I dunno if that works. The download isn't done but I just wanna know what opens m1 files, incase.

M1 files can be part of Microsoft Windows Backup-Archive Clients.....

If the site said to change it to a .rar file, then just do that, and open with WinRar. Doesn't sound that complicated to me. Just follow that site's instructions.
