Problem with Task Manager

Whenever I bring up task manager, it has no minimize/close bar that's on top of everything(blue bar). How do I fix this?

on the bottom you can right click the box and select close maybe thatll help.

double click here. i know there's no button there, but you'll have to trust me on this one.
it's not really a problem. it's easily fixed.

Try double clicking the edge of the task bar window.
