People in Japan are not having enough sex.
A Japan Family Planning Association survey showed that 31% of 16- to 49-years-olds had not had sex for more than a month for "no particular reason".
Japan's fertility rate fell to an all-time low last year, with women bearing 1.25 children on average.
Demographers say this figure needs to be increased to 2.1 to keep the country's population from declining.
Kunio Kitamura, Director of the Family Planning Association, said: "Japanese people simply aren't having enough sex. Sexlessness is a critical issue".
Dr Kitamura believes that because many men are workaholics in Japan, they do not have enough energy for sex.
It is not just sex that the Japanese do not have enough time for.
The survey found that 44% of people said that having a relationship with the opposite sex was just too "tiresome".
