The 17-year-old was killed following the blaze at around 4.30am in Arbroath, Angus, police said. Paramedics took her to Ninewells Hospital in Dundee but she died several hours later.
Tayside Police said the fire is being treated as suspicious, and launched a joint investigation with the fire service.
A man, also aged 17, was taken from the ground floor address with superficial injuries. He was treated at hospital and later released.
A disturbance in a nearby street is being linked by police to the fire, which forced the evacuation of the block.
Officers said in a statement: "Tayside Police is aware of a disturbance occurring in nearby Newton Avenue a short time before the fire and is investigating this as part of the overall investigation."
