Should DiBiase have had the belt?

Ted DiBiase. The man who was one of the best WWE heels ever. DiBiase is also famous for being one of the main eventers never to win a WWE World Championship. The question I have is: Should Ted DiBiase Sr have had the World championship during his run along with the Money belt?

I think nowadays, he would have won the title at some point. But back then the title was way more prestigious and wasn't passed around as much, therefore less guys won the title.
