Royal Mail has named Canada Post boss Moya Greene as its new chief executive, making her both the first woman and first person from outside the British Isles to take up the role at the postal service.

Greene, who has headed Canada Post since 2005, succeeds Adam Crozier, who left to join broadcaster ITV, and in her in-tray will be the new government's plans to partially privatise the service.

She will take up the Royal Mail post in the middle of July, the state-owned company said in a statement on Thursday.

Among Greene's tasks will be to continue the modernisation of the service, which has suffered from a 15 percent fall in mail volumes over the last four years, while the number of parcels has been boosted by online shopping.

It has also come under increasing pressure from competitors such as UK Mail and TNT.

A three-year deal on jobs, pay and modernisation was backed by workers in April, ending a dispute that led to two waves of strikes last year.

In a separate statement, regulator Postcomm said it was proposing to remove price controls on parcels weighing more than 750 grammes and pre-sorted bulk mail.

While this would allow Royal Mail to increase revenues by up to 75 million pounds, it could lead to an increase in the price of postage stamps for regular letters of 2 percent above inflation, the regulator said.

"Such an increase in revenue would help to support the universal service during a period of substantial cash outflows as Royal Mail invests to modernise its business to increase efficiencies and address the effects of lower mail," the regulator said in a statement.

Postcomm hopes to introduce any regulation changes from April 2011 following a period of consultation.
