The Draft is happening now, but we just dont know it i mean look, Doug And Danny Bashem, Rene Dupree, Matt Striker, and Hardcore Holly went to ECW, and CM Punk, Shannon Moore, Ariel, Vampire dude, and Test Came back to ECW....... on Raw we have new superstars and same on smackdown

not exactly, if you pay attention you'll see that it's the same as it's always been. ECW needed more talent to fill out it's young roster.So new and returning Superstars are pretty likely going to ECW. Smackdown gets a new giant or tag team every week (not literally). And RAW hasn't really changed its roster if it's been changed at all, other than the defection of Matt Striker.
