A Philadelphia Inquirer report recounts how the Comcast team zeroed in on FCC Democrat Mignon Clyburn, who joined the commission in 2009 and who was one of the members who would eventually decide if Comcast could get NBC Universal. When the strategists decided that Clyburn would be the key deciding vote, they set out to make promises that the newly-formed media conglomerate would be a kind-and-gentle corporation. It worked, and she cast the final 'yes' vote.
