Dixie Carter is the one who started talks with Vince Russo to bring him back to TNA, not Jeff Jarrett. It remains unknown if Carter went to Jarrett after she finalized a deal with Russo for his return or if he was aware the entire time about the talks. By hiring Russo, Carter feels she will see TNA go in a new direction after attempts by Jarrett, Dusty Rhodes and Scott D'Amore as head bookers weren't as successful as hoped.

Based on what is known right now, Carter is said to be very excited about the plans Vince Russo has for TNA in the coming months and feels the company may actually have a strong direction ahead after the former booking committee (Jeff Jarrett, Dutch Mantel, Mike Tenay, Scott D'Amore & Jeremy Borash) basically "hit a wall" so to speak in terms of creative ideas.

One report has stated that Russo has been given the green light by Carter to push whoever he wants in the main event scene and that it is very possible Jeff Jarrett will not be main eventing a pay per view for TNA after October's Bound For Glory event. It is interesting to note that while many have described Dutch Mantel as an extension of Jeff Jarrett, he has been overheard criticizing some ideas Jarrett has come up with behind closed doors. Basically, with Russo being given power to take TNA in a new direction, people won't be fearful of being honest with Jarrett anymore as that might have been before.

Whether or not people are fans of Vince Russo returning to the company right now, TNA needed to do something to freshen things up creatively and this is the moves they are making at this time.
