As of Monday, Kevin Steen had not signed a deal with WWE. Apparently he has not gone through the medical testing yet and as we know from past potential signings, nothing is official until the medical tests are passed.
Regarding KENTA and Prince Devitt, they are both expected to be working full-time in WWE NXT by September. We know KENTA signed his deal in Japan last week but there's no confirmation that Devitt has signed yet.
