ECW always comes out short. They get one "big" person every year, usually a midcarder, on the normal show (Benoit, Matt Hardy, Koslov), then they get a bunch of the underrated talent from the other brands in the supplemental and build them up. That's how it works.
Originally ECW had big names, Kane, Kurt Angle, Big Show, Lashley
