First, you shouldn't have posted spoilers before the show was viewed.

Now. I reckon that it is all for storyline advancement. Mainly for a back up plan for Punk if Jeff Leaves the WWE. Honestly, I can't see this going far and Matt Hardy staying as a tweener. So really, this is mainly a back up plan as far as I can concerned.
