The only one with visible tattoo's other than Taker is Shawn & the Steiners.
Rick debuted in 83 whie Scott debuted in 86 and wasn't tatted up at all then. Papa Shango made an apperance on that Raw and has beaten Lawler for the USWA Unified title and faced Taker on a PPV but debuted in 89.

So I dunno man...
