They are called Undulatus Asperatus clouds, a thick layer of turbulent clouds that usually occur below 7,000 feet. These clouds typically form ahead of a big storm. It is a new cloud category. The event occurred in Gorham, NH area this past April and many photos can be found with a Google search. Note: I did not take the photos. You will find many taken the same day with a Google search. I hope sharing them is not some ethical violation.
