Razor Ramon is the best never to win Premium WWE Gold.

while I agree with Owen Hart and Scott Hall, if youre talking singles belts, then Davey Boy Smith is another one who shouldve had at least one world title reign. And I totally disagree with the Andre the Giant suggestion. He was a terrible wrestler,he only had size. Just thought of another- the one and only Hot Rod - Roddy Piper.

    2. Owen Hart. I agree here. Gone too soon. He had a World Title in his future.

    3. Magnum T.A. Similiar to Owen. He was on the doorstep when tragedy struck. He had a future World Title in him too.

Did you know that Owen Hart was going to retire about a month after he died? He was going to win the IC title, then lose in about a month or so and then retire.

Along side Scott Hall I also gotta say Junkyard Dog! He never won a World Tittle and was huge with the fans and a great wrestler.
