Interesting Question Mat. I like to think of the best World Champion being John Cena. I know I could cop a lotof flack for this but really. Who sold more Pay Per View Buys and more merchandise. Yeah, his reigns do get pretty predictable but yeah, they are always good. Look at the Sheamus match, a lot of people thought that Cena would come out on top but look at what happened. Out comes Sheamus.
What else do you want in a title reign. Someone that can sell a move. Be a fighting underdog. Someone that can sell tickets and get the crowd right behind him and excited. This is what I wanted to see with a title match. With a champion. They are some of the traits I want.

RAW - Randy Orton [no one else really held the title longer than him this year so he obviously did the most]
ECW - Jack Swagger [he really made the ECW Title Picture really fun, new and interesting]
SmackDown! - CM Punk [like Swagger, he made the title picture interesting plus his heel turn was amazing].
