Yes, but traditionally these wrestlers have been punished for those problems and have been given help for those problems, but TNA, nor anyone else, seems to be doing either of these things for Jeff Hardy.

And they can't just build his character around his issues and have everything be fine and dandy because it is reality, not just an angle.

Comparing Cookie to Jeff Hardy is ridiculous. Cookie along with Robbie E are great heels and they're actually doing their jobs and doing them well, which you certainly can't say for Jeff at this point in time.
