No doubt about it Rey Mysterio. Don't get me wrong I love his in ring ability, but I love it in the at most mid-card division going for the US Title not the big one. Had Eddie Guerrero not passed away (RIP Eddie) then I doubt he would be Champion as I speak.
Cena is a close second though.

Cena by far. And Edge did deserve the title. He had been around for a while and only had Tag and IC Championships. He was one of the most deserving.

I don't think the most underdeserving are the ones who have short reigns. I believe the people like Cena, who is shuving our throats for a year, is undeserving. He hasn't done anything to deserve such a lengthy reign.
