90 (Early): Warrior as the character, Bret Hart as the wrestler
90 (Mid): HBK and Bret Hart as both
90 (Late): Rock as the character and Jericho, Angle, HHH as the wrestlers
2000 (Early): HHH as both
2002-2004: No real standouts, but HBK, Y2J, and Angle were up there
2005-Present: Due to misuse of talent, there are no out standing characters, HBK, Benjamin, Benoit, and Edge have managed to carry actual wrestling on their shoulders

Sadly, if Cena is the only gimmick that people can come up with as "Best Character", then this generation is doomed. All of the good characters are being misused... DX was mired in meaningless fueds until RKO, Edge is continually shoved from the top of the mountain by poor booking, Benjamin has all but disappeared from RAW, and CM Punk is punished for actually being good (reminds me of HHH and HBK before they finally escaped Vince's doghouse). So much potential squandered for Cena and this stupid Trump angle.
